Professor Matthew P Harrington Appeared before House of Commons Committee on Electoral Reform

Professor Matthew Harrington appeared before the House of Commons’ Special Committee on Electoral Reform on Tuesday, August 23, 2016.  Mr. Harrington argued that Section 44 of the Constitution Act (1982) may not be the appropriate vehicle for electoral reform. He also argued that, assuming reform could be accomplished via Section 44, then no reform could legitimately be taken without either an intervening election or referendum.  The testimony may be viewed here.
